Organizational Setting

 

The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO’s efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses and plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises (SO5).

 

Reporting Lines

 

Day to day management will be the responsibility of the global Food Security Cluster Coordinator. The Coordinator reports to the Global Food Security Cluster Coordinator, overall supervisor of the gFSC Global Support Team (GST), and to the Senior Programme Policy Officer in WFP.

 

 

Technical Focus

 

The objective of the Food Security Cluster is to ensure a timely, coherent and effective food security response by mobilizing stakeholders to respond in a strategic manner to a humanitarian crisis.

 

Tasks and responsibilities

 

Support country cluster coordinators to perform effective coordination in relation to needs assessments and analysis, response plans preparation, harmonization of programmatic approaches, information management, preparation of appeals, advocacy and resource mobilization, etc ;
Act as a geographical focal point for a number of countries ;
Promote the use of technical standards at country level;
Update the Cluster Coordinator handbook and other guidance documents as needed (within the framework of technical WGs) ;
Contribute to trainings and capacity development initiatives at global and country level (including exploring new ways of implementation e.g. e-learning etc.) ;
Carry out short-term field support or surge missions to respond to emergency needs for food security coordination as per ToR established for each mission ;
Contribute to the implementation of the results of the gFSC strategic Plan 2020-2022 ;
Contribute to the gFSC working groups and to development of tools and guidance to address gaps identified by the gFSC and partners ;
Contribute to advocacy and resource mobilization efforts both at country level and at global level ;
Promote awareness and understanding among partners of cross-cutting and people-centric issues; play the role of focal point on protection and gender mainstreaming ;
Any other tasks as requested.
