Reporting Lines

The Programme manager reports to the FAO and WFP Global Food Security Cluster Coordinators.

Technical Focus 

Under the supervision of the FAO and WFP global Food Security Cluster Coordinators and in close consultation with FAO and WFP Emergency Directors, the Global Food Security Cluster Specialist will have the following key functional responsibilities of gFSC within the partnership programme: 

  • Capitalize on Global Network knowledge and other international food security stakeholders, build a solid, evidence-based body of knowledge and a structured debate on typologies of crises and of successful context-based prevention, early action and response interventions with particular reference to operationalizing the humanitarian-development-peace nexus;
  • Serve as convening platform for all food security stakeholders at country level as well as globally, issuing evidence and consensus based operational response plans to food crisis, particularly in protracted and violence-affected countries; 
  • Support integrated programming that facilitate an integrated response across the humanitarian-development-peace nexus providing common messages for coordinated fundraising and resource allocation. 

 

Tasks and responsibilities

 The Global Food Security Cluster Specialist will:

  • Define project workplan, geographical priorities, supporting and advising the budget holder on resource allocations and remaining accountable for their timely delivery and for their quality;
  • Lead secondary data research and partners consultations on food crisis typologies. Identifying successful responses and associated best practices in operationalizing integrated multi sectors programming along the humanitarian-development-peace nexus;
  • Consult with all Network partners, relevant humanitarian and development stakeholders to adapt the design and implement the protocol to support a few countries level multi sector joint planning and localization;
  • Prepare the drafting of guidelines defining both food crises and related response typologies;
  • Contribute in the preparation of training materials and training plan to enhance the capacity at country level in developing integrated joint response plan using the protocol developed in point 3;
  • Be the focal point for the gFSC in the technical working group and/or the facility of the GNAFC;
  • Provide support to the core global cluster activities as per requested. 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in business or public administration, social science, political science, agronomy, food security or related field;
  • Seven years of relevant experience in inter-agency coordination, field operation management, humanitarian and/or development sector, preferably in food security and/or nutrition;
  • Working knowledge of English and French.

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
