About the Food Security Cluster

The Food Security Cluster (FSC) is committed to saving lives through the coordination of the food security response in major emergencies. Effective coordination is only possible through close cooperation with partner organizations. The FSC provides the guidance at the country level that supports a broad base and timely response. The FSC works with national cluster systems in both sudden onset disasters, whether they result from natural or human causes, and protracted crises. It is co-chaired between the WFP and the Food and Agriculture Organization (FAO) and include 70 Global partners active in 33 countries around the world. This vacancy announcement covers three new Fix Term positions in one of three countries: Central African Republic, Democratic Republic of the Congo and Mali.

 The Role 

The Programme Policy Officer P4/Food Security Cluster Coordinator, further referred to as PPO/CC or (CC) is one of the core Food Security Cluster team members and plays a vital role in ensuring timely, coherent and effective food security interventions by mobilizing stakeholders to respond in a coordinated and strategic manner to a humanitarian crisis. The main function of the coordinator, along with a support team that includes an Information Management Officer (IMO), is to lead food security coordination. 

 

Key Responsibilities

Support stakeholders by:

Facilitating a timely, coherent effective and coordinated food security response by mobilizing stakeholders in a strategic manner
Enhancing coordination through the reinforcement of linkages and synergies between relevant food security actors as well as between humanitarian and development partners
Ensuring that food security is appropriately represented in the overall humanitarian response 
Supporting service delivery
Informing strategic decision making for the Humanitarian Coordinator (HC) and Humanitarian Country Team (HCT)/Country Management Team (CMT)
Coordinating, Planning, and implementing Cluster strategies, including contingency planning and preparedness
Monitoring and Evaluating Cluster/Sector performance
Building national and FSC members capacity in preparedness and contingency planning
Supporting advocacy for food security needs
Accountability to affected people 

 

While the Food Security Cluster/Sector Coordinator will be under a WFP contract, s/he will work impartially with all members of the FSC and represents the group as a whole, and not a specific agency. S/he will work closely with the UN Humanitarian/Resident Coordinator and the Office of Coordination of Humanitarian Affairs (OCHA) or their designated official as required. For this particular position s/he will report jointly and equally to the WFP Country Director and FAO Representative.

Essential Technical Skills:

Ability to work and plan at strategic, policy and operational levels.
Understanding of the international humanitarian response architecture, including humanitarian principles, coordination mechanisms, humanitarian reform and action, and funding mechanisms (e.g. Humanitarian Programme Cycle - HPC, Central Emergency Response Fund and Flash Appeals, Pooled funds).
Ability to work under pressure and adapt to an evolving and complex humanitarian context. 
Ability to express and summarise ideas orally and in writing in a diplomatic and inclusive manner 
Ability to convene and organise workshops, meetings and to present outcomes in behalf of a group of stakeholders 
Familiarity with food security concepts and frameworks, assessment and monitoring and evaluation tools and methodologies.

 

Qualifications & Key Requirements

University degree in food security, agriculture, economics, humanitarian affairs or related field. 
Minimum eight years of professional experience in humanitarian field settings at a mid or senior level. 
Experience in food security related topics.
A minimum level B French.
Willingness and ability to work in difficult environments, in often stressful time- critical situations 
Experience in coordination of multiple stakeholders.

 

Additional/Nice have requirements: 

Formal training in Cluster CC or previous Cluster experience is strongly desirable

Knowledge and experience of working with UN, WFP and/or other international development and/or donor organizations is a strong asset 
Experience of the country or region of deployment is desirable.

 

 

Languages:

Fluency (level C) in English language. 
Intermediate knowledge (level B) of an official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese. Note – for this position a French at least at level B is mandatory. Interview will be conducted in English.
